  • Facilitate the appointment, regrading, transfers, promotion and discharge of staff in the Ministry.
  • Manage and control the establishment of the Ministry.
  • Conduct training needs analysis for staff; and
  • Design training programmes in consultation with stakeholders.
  • Facilitate the formulation, coordination and review of the Ministry strategic policies.
  • Coordinate the development of an efficient and effective personnel information system; and
  • Ensure the implementation of Results Based Personnel Performance Management and Staff Appraisal.
  • Promote occupational health and safety, gender equity and workplace HIV and AIDS programmes.
  • Manage employee relations and disciplinary processes.
  • Responsible for the Strategic Plan for the Ministry.
  • Manage information and communication systems including library and records.
