Know Your Reserved Sectors

Under the Second Republic, Government remains firmly committed to accelerating economic growth and transformation. This commitment is evident through the implementation of a range of policy measures designed to stimulate sustainable economic development. In this regard, the promulgation of Statutory Instrument 215 of 2025, read together with the Indigenisation and Economic Empowerment Act [Chapter 14:33], as amended by Finance Act No. 1 of 2018, Finance Act No. 2 of 2024, and Finance Act No. 7 of 2025, provides clear guidance on investment thresholds reserved for Zimbabwean citizens.

List of Reserved Sectors

In terms of Statutory Instrument 215 of 2025, read together with the Indigenisation and Economic Empowerment Act [Chapter 14:33] and its subsequent amendments, Zimbabwe has designated twenty-one (21) Reserved Sectors, categorised as follows:

EXCLUSIVE RESERVED SECTORS
1. Transportation: passenger buses. Taxis and car hire services.
2. Barber shops. Hair dressing and beauty salons.
3. Employment Agencies.
4. Estate agencies.
5. Valet services.
6. Bakeries.
7. Tobacco grading and packaging.
8. Advertising Agencies.
9. Provision of local arts and craft. Marketing and distribution.
10. Artisanal and small scale mining.
11. Borehole Drilling
12. Clearing and Customs
13. Pharmaceutical retailing

RESERVED SECTORS WITH THRESHOLDS
14. Retail and Wholesale Trade
15. Grain Milling
16. Haulage and Logistics Industry
17. Shipping and forwarding

ADDITIONAL RESERVED SECTORS
18. Brick moulding
19. Granite Mining
20. Quarrying
21. Travel Agencies
